Entrepreneurship might sound like a private-sector story, but inside government, it’s playing out at massive scale: billions in funding, high-stakes missions, and some of the most interesting “startups” you could imagine. This experiential learning course dives into how government exploratory organizations – like the ARPAs, the DoD innovation units, or the many digital services – take on bureaucracy, inertia, and politics to drive real change from within. Student teams analyze actual government organizations — identifying cultural, structural, and strategic roadblocks, then crafting bold, actionable recommendations. Along the way, they learn how to apply entrepreneurial tools to complex institutions and engage directly with the leaders trying to make them better.
